Initial commit of arduino shield design.

VISCA shield that exposes all pins to headers ready to be wired to 10 buttons,
6 pots, I2C, with the option for external 5v, as well as an RJ45 jack wired
for connecting to Cisco PrecisionHD PTZ cameras.
