### Summary
This PR updates the Senegal (SN) mobile phone numbering plan.

### Changes
- Added support for prefix **71** (new Orange Senegal range).
- Added support for prefix **75** (Promobile, MVNO on Orange network).
- Updated the `<mobile>` national number pattern accordingly.
