Change the default behaviour to stick to the original protocol that was offered even if the answerer changes protocols. Richard Fuchs	080b1c807d	TT#86102 remove aggressive endpoint learning heuristics The previous approach causes problems during re-invites with updated port (or address) information. The UA might delay actually using the new endpoint until after the answer is seen, in which case rtpengine would erroneously immediately latch on to the old endpoint. We need to reinstate the endpoint learning delay in all cases, and make sure previously learned endpoints are forgotten whenever a new signal is seen. Michael Prokop	98245fdeac	TT#83954 Invoke libevent_global_shutdown() only conditionally Commit `a6d2f9296` introduced usage of libevent_global_shutdown(), which is available in libevent-dev >=2.1.1-alpha only. For example travis CI is running Ubuntu 16.04 / xenial and ships libevent-dev 2.0.21-stable-2, so we can't just raise the build-dependency of libevent-dev to >= 2.1.1+ if we still want to support older systems.
